Expectations

We expect all children, including those from low socioeconomic backgrounds, to reach the reading goal.

The subtle allure of the socioeconomic argument for educators is that it places the primary responsibility of poor academic performance on society. The "problem" with the reading-as-the problem thesis for educators is that it places the primary responsibility of academic performance on schools. The reading goal and its expectations remove any excuse for up to 90% of the students. The school is still allowed to have 10% of the students not read on grade level.
