The subtle allure of the socioeconomic argument for educators
is that it places the primary responsibility of poor academic
performance on society. The "problem" with the reading-as-the
problem thesis for educators is that it places the primary responsibility
of academic performance on schools. The reading goal and its
expectations remove any excuse for up to 90% of the students.
The school is still allowed to have 10% of the students not
read on grade level.
