Norm referenced tests, also known as standardized tests, rely on a random sample of students from around the nation to set the initial standards of performance. The norm group is large enough and diverse enough that it reflects a good cross section of American students and allows the test companies to set scoring standards with some confidence that the error of estimate is small.
